Pinellas bans certain fertilizers during summer

ST. PETERSBURG, Florida (AP) -- A Tampa Bay-area ban on fertilizer with nitrogen or phosphorus is set to begin.

From June through September, Pinellas County residents can't buy or apply those fertilizers. The ban is intended to protect waterways from algae blooms and fish kills.

Products with only micronutrients such as magnesium or iron can be applied. The county ordinance also requires that fertilizer spreaders have a deflector shield to keep fertilizer off streets and sidewalks.

Retailers are banned from using displays with fertilizers containing nitrogen or phosphorus during the restricted season. The stores also must post notices about the restrictions.

Violators can be fined $100.

Clearwater, FL -- The survivor of a brutal rape outside the Bloomingdale Library turned to Winter the Dolphin for some inspiration for her 21st birthday.

With her attacker now behind bars, the young woman was able to celebrate her 21st birthday with her loved ones at the Clearwater Aquarium. Winter the Dolphin came back from the brink of death and has inspired so many around the world, including the attack survivor, and that's why she wanted to visit Winter for this special occasion.

"For her 21st birthday, she wanted to come back here and see Winter. She's had great progress. What a better way to celebrate her birthday than come see Winter, and after her ice cream party, she's going to see a baby dolphin called Hope. So between Winter's inspiration and Hope. it's probably a good place for her on her 21st," Tom Orr of Clearwater Aquarium said.
